With nearly two decades of experience spanning consultancy, independent advisory work, and government, she has a strong track record of shaping regulatory frameworks, advising on price reviews, and delivering complex change in high-profile policy areas.

Throughout her consultancy career, Alena played a key role in supporting water companies, regulators, and government on business planning, regulatory submissions, investment cases, and charging policy. She has also advised Ofwat, Defra, and Water UK on regulatory strategy and market reform, drawing on her ability to connect policy development with commercial realities. Working at Ofgem, BEIS, and Defra in regulatory and policy roles provided her with valuable insight into how government and regulators operate, as well as how policy priorities are translated into regulatory frameworks.
