Martin Buck

With over 35 years of UK and international experience, Martin provides strategic advice to major project organisations worldwide. He has been advising clients including the Houses of Parliament Renovation programme, East-West Railway, New Hospitals Programme, and Highways England.

As Crossrail's Commercial Director, Martin structured funding for the £16Bn project, incorporating innovative value capture mechanisms. He procured £10bn+ in contracts and established the Crossrail Learning Legacy, later adopted into the IPA's Route Map guidance.

Martin led HM Treasury's Project 13, creating an 'enterprise approach' blueprint for infrastructure delivery. His experience spans landmark projects including the DLR Lewisham Extension PFI and High Speed 1..

A founder member of HM Treasury Task Force and Partnerships UK board member, Martin championed PFI/PPP initiatives. He now serves on the ICE's Assurance Group for programmes like HS2 and conducts reviews for various public authorities. He is a fellow of both the ICE and RICS.
