John Reed

John is a Director and joined Agilia in January 2020. He has 29 years senior-level experience in the infrastructure sector with a proven track record of building and leading multi-disciplinary teams as a consultant, client and contractor to successfully develop, deliver and operate infrastructure. He has a unique blend of professional qualifications in accountancy (FCA), project management (MAPM) and procurement (MCIPS) and is a leading subject matter expert in commercial management, financial modelling, risk management, and procurement.

John builds upon established best practice and existing datasets to develop robust and innovative solutions and analysis that obtain buy-in from stakeholders. He has worked across central government, local government and utility sectors and has in-depth technical knowledge of buildings, carbon reduction, highways and civil engineering from working as part of integrated multi-disciplinary teams with designers and contractors.

John adds significant value through his insights into how design, scope, schedule, risk and commercial terms drive costs and uses this expertise to maximise value for money, negotiate favourable contract terms and optimise delivery.

John initially developed his expertise in infrastructure at PwC advising on PPP/PFI projects across the UK before joining 4ps/Local Partnerships in 2006 where he supported local authorities across England successfully deliver Street Lighting PFI, Highways Maintenance PFI and Low Carbon Projects. John further developed his expertise in delivery when he joined Durham County Council in 2012 as Chief Officer responsible for managing highways, including a large in-house provider of design, construction and maintenance services. Under John’s leadership Durham was recognised as one of the top performing highway authorities in the UK.
