Tom Goldstone

Tom joined Agilia as an Associate Project Director in September 2026, bringing extensive experience across the public sector, energy transition, and infrastructure. He spent 5 years at PA Consulting, supporting central government clients on major decarbonisation programmes, public investments, and operating model design.

Most recently, he has taken on leading roles within the UK Freeports Programme, including serving as Chief of Staff to the Celtic Freeport CEO, helping to develop infrastructure investments in South Wales to drive port remediation, floating offshore wind and green hydrogen progress. He also brings experience driving transformation work within the Department for Energy Security and Net Zero, alongside other public sector programmes including in health, security, environment and transport.

He holds a first-class honours degree in Economics and Management from Durham University, Better Business Case (BBC) and Managing Successful Programme (MSP) certifications, and a qualification from the Cambridge Institute for Sustainability Leadership.
