Sara Humber

Sara joined Agilia in February 2026. She is a highly respected Programme Director and Commercial Specialist with extensive experience leading complex government infrastructure and PPP programmes. Formally a Commercial Specialist and Projects Director at NISTA (previously IPA) she provided expert commercial oversight across some of the UK’s largest and most high‑risk major projects. She has advised Ministers, Government Departments, No.10 and a number of foreign jurisdictions on commercial strategy, procurement, and programme delivery Sara is recognised for her leadership in driving industrialised construction, systems thinking and the 10 Year Infrastructure Strategy.

Previously, as Programme Director at Welsh Government, she structured and delivered a £1.5bn revenue funded nationwide education infrastructure programme using the Mutual Investment Model (MIM) and pioneered a bespoke long term strategic partnering model for the whole of Wales. A senior practising projects lawyer and MPLA graduate, Sara brings deep expertise in PPP, complex procurements, commercial contracting, stakeholder engagement, and strategic programme leadership, with a strong commitment to delivering positive societal outcomes.
